ህወሓት እንዴት ሰነበተ? – ከተስፋዬ ገብረአብ
የህወሓትን የጓዳ ወግ ማወቅ አስቸጋሪ የነበረበት ዘመን እንደዋዛ አልፎአል። ዛሬ ቀዳዳቸው በዝቶ፤ ቴክኖሎጂውም አግዞ የፈፀሙት ብቻ ሳይሆን ያሰቡትም በቀላሉ ይገኛል። ዘመኑ የመረጃ ዘመን ነው። መረጃ ከሌለ ምንም ነገር የለም። ለችግሮች መፍትሄም አይገኝም። ወያኔ ዛሬ በአስር ሺዎች ኦሮሞዎችን በገፍ የሚያስረው ስለ ቄሮ በቂ መረጃ ስለሌለው መሆኑ ይታወቃል። ተቃዋሚ የፖለቲካ ተንታኞች ወይም የማህበራዊ ድረገፅ ፀሃፊዎች አንዳንድ ጊዜ አስቂኝ ስህተት ይሰራሉ። ማለትም ሳያውቁ ለወያኔ የሚጠቅም መረጃና ምክር ይፅፋሉ። የወያኔ የፀጥታ ቢሮ መረጃዎችን እየመዘነ ወደ ጥቅም የሚለውጥ የተደራጀ ክፍል አለው። እንዲህ ያለው ማርሽ ቀያሪ ዘመን ብቅ ሲል ጊዜና መረጃን በጥንቃቄ መጠቀም ካልተቻለ ወርቃማ እድል ሊያመልጥ ይችላል። በመሆኑም በዚህ አጭር መጣጥፍ አንዳንድ ጠቋሚ ነጥቦችን ብቻ በጨረፍታ አነሳለሁ። ለመሆኑ ሃይለማርያም መንግስት እንዴት ሰነበተ?
በህወሓት የውስጥ ግምገማ “በኦሮሚያ የተቀሰቀሰው አመፅ በጊዜ ሂደት ተዳክሞ ይቆማል” ብለው ያምናሉ። እጅግ አሳሳቢ የሆነባቸው ጉዳይ የአመፁ መቀጠል ሳይሆን ከዚህ በሁዋላ በOPDO በኩል ኦሮሚያን ማስተዳደር አለመቻሉን ማወቃቸው ነው። እናም ለዚህ ችግር መፍትሄ ለማግኘት ቁጭ ብለው ሲመክሩ መሰንበታቸው ታውቋል። ያስጨነቃቸው “OPDO ከድቷል” ተብሎ መታሰቡ አይደለም። የOPDO ቁንጮ እንዳልከዳቸው ያውቃሉ። የኢህአዴግ መዋቅር በቦታው አለ። “መንጥር” በተባለ ግምገማ አጠራጣሪውን አስወግደው፤ አዲስ መልምለው፣ ኦሮምኛ የሚናገር ኦሮሞ ያልሆነ ዜጋም ሰግስገው OPDOን ሊጠቀሙበት እንደሚችሉ ያስባሉ። ችግር የሆነባቸው OPDOን በመወከል ወደ ወረዳ የመሄድ ድፍረት መጥፋቱ ነው። በገጠር ከተሞች ያመፀው ህዝብ የOPDOን ወኪል ልብሱን እያስወለቀ፣ በኦሮሞ ቀጨሞ እየገረፈ ማባረሩ ከፍተኛ ድንጋጤ ፈጥሮአል። ተማሪዎች ተሰብስበው OLFን የሚያሞግስ ዘፈን ይዘፍናሉ። ለዚህም ይመስላል፣ በግምገማቸው “ተደፈርን! ተደፈርን!” ሲል ተሰምተዋል። “ተደፈርን!” የሚለው አባባል ብዙ ትርጉም አለው። በሌላ አነጋገር “የወያኔ የማድረግ አቅም ተገመተ” ማለት ነው። እንደገና በሌላ አነጋገር “ህዝብ ምን ማድረግ እንደሚችል አወቀ።” ማለት ነው። ኦሮሞ ሲተርት “ብርሌ ከነቃ” እንደሚለው…
ህወሓት አገሪቱን ተቆጣጥሮ የቆየው በጠመንጃ ጡንቻው ብቻ አይደለም። የኢኮኖሚ ምንጮችን ሁሉ በቁጥጥሩ ስር በማዋሉ ጭምር ነበር። ባለፈው ክረምት የኦሮሚያ ገበሬ 25% ቅድሚያ ከፍሎ ከጉና የንግድ ድርጅት ማዳበሪያ በዱቤ ወስዶ ነበር። ያልተከፈለው ቀሪ ገንዘብ ከ150 ሚሊዮን በላይ መሆኑ ታውቆአል። የነቃው ብርሌ ይህንን እዳ ይከፍላል ተብሎ አይታሰብም። ይህን የማስፈፀም ስራ ይሰራ የነበረው የOPDO ካድሬ ዛሬ ውርደት እየተከናነበ ቀየውን ጥሎ በዋና ዋና ከተሞች ተከማችቶአል። ያልተሰደደውም ጠባዩን አሳምሮ ከመቀመጥ በቀር እየደነፋ ማዘዝ የሚችልበት ሁኔታ ላይ አይደለም። ህወሓትን በእግሩ ያቆሙ የንግድ ድርጅቶች ኦሮሚያ ላይ ክንፋቸው እየተሰባበረ ነው። የህወሓት ከፍተኛ ካድሬዎች በር ዘግተው የሚመክሩት OPDOን እንደገና ወደ ወረዳዎች በመላክ መዋቅሩን እንደነበረ ማስቀጠል የሚቻልበትን ዘዴ ነበር። ፌደራል ፖሊስ ወረዳ ወርዶ ማስተዳደር እንደማይችል ያውቃሉ። የፌደራል ፖሊስ የሰባተኛ ክፍል ተማሪዎች መቀለጃ መሆኑን አይተዋል። የነቃው ወጣት ቦታ እየለዋወጠ መንገድ እየዘጋ፣ ገበሬውም ምርቱን በመከልከል፣ የአፋኙ ስርአት መጠቀሚያ የሆኑ ተሽከርካሪዎችን በማጋየት፣ የኢንሹራንስ ኩባንያዎችን በማዳከም፣ ኢኮኖሚውን ከወያኔ ቁጥጥር ውጭ በማድረግ መንግስትን ማስገደድና መቀየር እንደሚቻል ግንዛቤ አጊኝቷል።
በርግጥ አባይ ፀሃዬ እና ስብሃት ነጋ ችግሮችን የመሻገር ልምድ አላቸው። እንዲህ ያለ ቆንጣጭ ፈተና ገጥሞአቸው ግን አያውቅም። ያም ሆኖ በቀላሉ ተስፋ ይቆርጣሉ ተብሎ አይታሰብም። የተቻላቸውን ያህል ይሞክራሉ። ይገድላሉ። ይገርፋሉ። ያስራሉ። ሆኖም ግን “ሚስማር በተመታ ቁጥር ይጠብቃል” እንዲሉ ወያኔ በነቃው ብርሌ ጠጅ ሊጎነጭ አይችልም። ለዚህም ይመስላል ከድብደባው፣ ከግድያው፣ ከእስሩ ጎን ለጎን ሌላ መላ መዘየዳቸው ተሰምቶአል። ይህም OPDOን ማጀገን (ጀግና ማድረግ) የሚል ነው። በዚህ ዘዴ የህወሓት አመራር አባላት የአመፁ ቀስቃሾች የOPDO አባላት መሆናቸውን መናገር ጀምረዋል። የOPDO ቁንጮም ያለ ጠባዩ ከህዝብ ጎን የቆመ መስሎ መታየት ጀምሮአል። በዚህ ቀመር መሰረት የኦሮሚያ አብዮት OPDO እጅ ላይ እንዲወድቅ ይመኛሉ። ከዚያም OPDO የህዝቡን ጥያቄዎች ከአፍ እየቀለበ ያስፈፅማል፣

የዚህ አመት የማዳበሪያ እዳ ተሰርዞልሃል!
OPDO እንዲህ ላሉ ጥያቄዎች ምላሽ እየሰጠ፣ ዋናውን ጉዳይ ወደ ጎን በመተው ወደ ህዝቡ ይቀርባል። እናም ቀስበቀስ “ጥያቄህ ተመልሶአል። ሌላ ምን ትፈልጋለህ?” ማለት ይጀምራል። እግረ መንገዱንም ቄሮን ያጠናል። የአመፁ መሪዎችን ሲመዘግብ ይቆያል። በመጨረሻ ህዝቡ የወለዳቸውን መሪዎች ያፀዳል። እናም እንደ ገና ሌላ ሃያ አምስት አመታት ለመግዛት ሜዳውን ያመቻቻል። አንድ ቀንም እድሜ ነው እንዲሉ።
የህወሓትን አመራር በጣም ካስጨነቁት ጉዳዮች ሌላው “አማሮች የኦሮሞን መነሳሳት ሊደግፉ ይችላሉ” የሚለው ስጋት ነበር። አስካሁን አማራውም ሆነ የአንድነት ሃይሉ ሙሉ በሙሉ የኦሮሞን አመፅ ከልቡ አልደገፈም። እርግጥ ነው፤ ለጥሪው አጥጋቢ ምላሽ ተሰጥቷል ማለት ባለመቻሉ እንጂ አርበኞች ግንቦት 7 እና ሰማያዊ ፓርቲ መላ ኢትዮጵያውያን ከኦሮሞ ህዝብ ጎን እንዲሰለፉ የሚያቀርቡት ጥሪ የሚመሰገን ነው። በአማራ ህብረተሰብ በኩል የታዩ የመነሳሳት ምልክቶች ግን መልሰው ቀዝቅዘዋል። የአማራ ልሂቃንም ግራ የተጋቡ ይመስላሉ። መስቀለኛ መንገድ ላይ ቆመው ይታያሉ። አምባሳደር እምሩ ዘለቀ ባስነበቡት ፅሁፍ እንዲህ ሲሉ ግራ መጋባታቸውን ገልፀዋል፣
“… በምንም መንገድ ስልጣን የሚፈልጉ ፖለቲከኞች ‘አብረን ወያኔንእንዉጋ ይሉናል፤ ነገር ግን እኛ የምናውቀው አንድነት በሃቅና በእኩልነትሲመሰረት ነው፤ እኛ የምንመኛት የምንሞትላት ኢትዮጵያ ሁሉም ዜጋ በነጻነትመብቱ በህግ ተጠብቆ፤ በኢትዮጵያ ጠረፍ ዉስጥ የትም ሂዶ፣ የትም ዉሎ፤የትም ሰርቶ፤ የትም አፍርቶ፤ የሚኖርባት አገር ስትሆን ነው። …አሁን ደግምበከተምንበት በኖርንበት አገር የፈረንጅ ግርፊት ወሮበሎች ተነስተው ‘ባእድናችሁ፣ ቦታም የላችሁ’ ይሉናል። ዛሬ ደሞ ዙረው እንደሚያርዱን እያወቅንአብረን እንዝመት ይሉናል። ዝምታችን ትግስታችን ሞኝነት መስሏቸዋል።”
አምባሳደር እምሩ ከላይ ያለውን አንቀፅ ከማስፈራቸው በፊት ቪዥን ኢትዮጵያ እና ኢሳት ባዘጋጁት የፓነል ውይይት ላይ ዶክተር መስፍን አብዲ ODFን ወክሎ ያነበበውን ፅሁፍ ተከታትለው ቢሆን ኖሮ ብእራቸው ያንቃቸው ነበር ብዬ እገምታለሁ። ማናችንም እንደምናውቀው የኦሮሞ ህዝብ አማራን የማረድ ዝንባሌ ያሳየበት ጊዜ አልነበረም። ጉዲፈቻ እና ሞጋሳ የተባሉ ዝነኛ ባህል ያለው ህዝብ እንደ አውሬ እንዲታይ የቀድሞዎቹ ፊውዳላዊ ስርአቶች የሰሩት የፕሮፓጋንዳ ስራ ዛሬም እንደ እውነት ይታያል። በቀለ ገርባ አማራን ያርዳል ተብሎ ይታመናል? መኩሪያ ቡልቻ አማራን ያርዳል? በያን አሶባ ነው የሚፈራው? አሰፋ ጃለታ፣ መሃመድ ሃሰን፣ ጠሃ አብዲ እነዚህ ናቸው አማራን ያርዳሉ ተብለው የተሰጉት? ወይስ ጃምቦ ጆቴ ይሆን? ምናልባት እስከዛሬ በአይን ያልታዩ ሹል ቀንድ እና ጩቤ ጥርስ ያላቸው ኦሮሞዎች ይኖሩ ይሆን? አምባሳደር እምሩ፣ “ያርዱናል” ብለው ከሚፈሯቸው የፖለቲካም ሆነ የኮሚኒቲ መሪ ኦሮሞዎች መካከል አንድ ሁለት ስሞችን ቢጠሩልኝ አባባላቸውን ለመመዘን ባስቻለኝ ነበር። መቼም አምባሳደሩ እንዳያርዳቸው የሰጉት መላ የኦሮሞን ህዝብ በጥቅሉ ሊሆን አይችልም። ለመሆኑ “ከኦሮሞ ጋር ተዋልደናል፣ ከኦሮሞ ጋር ተጋብተናል” የሚለው ነባር አባባል፣ “ዞረው ያርዱናል” ከሚለው ጋር እንዴት ሊጣጣም ይችላል? የተዋለደና የተጋባ ይተራረዳል እንዴ?
ነገሩ ወዲህ ነው…
የአምባሳደር እምሩ የአመለካከት ምንጭ “አማራ ካልመራት ኢትዮጵያ አገር ልትሆን አትችልም” ከሚል የትምክህት ኩሬ የሚቀዳ ሳይሆን አልቀረም። ከአመታት በፊት ሌንጮ ለታ ይህን አመለካከት ደጋግሞ እንደተቸው አስታውሳለሁ። ቃል በቃል ባይሆንም “አማራ ያልሆኑ ዜጎች ኢትዮጵያን ሊመሩ እንደሚችሉ፣ እኩል ሃላፊነት ሊሰማቸው እንደሚችል ማመን ሳይቻል እንዴት የጋራ አገር መመስረት ይቻላል?” የሚል መንፈስ ያለው ንግግር ማድረጉ ትዝ ይለኛል።
ያም ሆኖ አምባሳደሩ ያንፀባረቁትን አይነት የስጋት ስሜቶችን በማራገብ ረገድ ወያኔ እየተሳካለት ሳይሆን አይቀርም። በተለይ የአማራውን የህብረተሰብ ክፍል በሌሎች አጀንዳዎች ለማስጨነቅ በርትቶ በመስራት ላይ ነው። ‘በአንድ ጥይት – ሁለት ጠላት’ እንዲሉ “ኦሮሚያ ከአዲሳባ የምታገኘው ጥቅም” የሚለውን በህገመንግስቱ የፀደቀ መብት ዝርዝሩን ለመፃፍ አሁን ተንቀሳቅሰዋል። በአንድ በኩል ‘ለኦሮሞ ህዝብ ጥያቄ ምላሽ ሰጠሁ’ ለማለት ያስችላቸዋል። በሌላ በኩል ደግሞ፣ ለአዲሳባ ነዋሪ አፍ መዝጊያ ማስፈራሪያ ሆኖ ያገለግላል። ኦሮሚያ ከአዲሳባ የምታገኘው ጥቅም ተፈፃሚ እንደማይሆን ግልፅ ነው። ምናልባት አማራ ወይም የአንድነት ሃይሎች ከበረቱ አጀንዳው ከፍ ብሎ ይውለበለባል። በምርጫ 97 አዲሳባ ላይ ሲሸነፉ፤ “የኦሮሚያ ዋና ከተማ ፊንፊኔ ናት” እንዳሉት ማለት ነው። ለነገሩ፣ “አዲሳባ ንፁህ ውሃ ከኦሮሚያ ወስዳ ስታበቃ፤ እጣቢውን እና ቆሻሻዋን መልሳ አሮሚያ ላይ ትደፋለች” የሚለውን ቅስቀሳ የጀመሩት ራሳቸው ወያኔዎች ነበሩ። ዞረም ቀረ የአዲሳባ ጉዳይ ለክፉ ጊዜ ያገለግል ዘንድ ሳጥን ውስጥ የሚቆለፍበት መሳሪያ ሆኖ የሚቆይ ይመስላል። ወያኔ ከሚመካባቸው ፈንጂዎቹ አንዱ “አዲሳባ – ፊንፊኔ” አጀንዳ ነው።
የተቀሰቀሰው የኦሮሞ ህዝብ አመፅ ጣልቃ ገብቶ አደናቀፋቸው እንጂ ከአዲሳባ ማስተር ፕላን በፊት የወያኔ ቀዳሚ አጀንዳ ጎንደርና ጎጃምን ማፈራረስ ነበር። በርግጥ በተለምዶ የህወሓት ቀዳሚና ታሪካዊ ጠላት ተብሎ የሚታወቀው የሸዋ አማራ ነው። የአካባቢያችን ፖለቲካ የመሬት ፖለቲካ እንደመሆኑ ግን በዚህ ወቅት የሸዋ አማራ የሚያጓጓ መሬት አለው ተብሎ አይታሰብም። የሸዋ አማራ ከዘመነ ምኒልክ ጀምሮ መሬት ጠቦት፣ ከሚኖርባቸው ኮረብታማ ቦታዎች እየለቀቀ በአብዛኛው እያረሰ የሚኖረው በኦሮሚያ እና በሲዳማ ነበር። ከትግራይ በቀር በሌሎች ከተሞችም እየነገደም ሆነ እየሸቀለ ኑሮውን ሲገፋ ቆይቷል። በመሆኑም የወያኔ ኢላማ ያተኮረው ጎንደር እና ጎጃም ላይ ሆኖ ቆይቷል። ከእነዚህ የወያኔ አሻጥሮች አንዱ የቅማንት ጉዳይ ነው። ቅማንት በርግጥ አማራ አይደለም። ከአማራ ጋር ደም ወደሚያፋስስ ፀብ የሚያስገባው ልዩ ምክንያት ግን አልነበረም። ክስተቱ ወያኔ ሰራሽ ነው። ከቅማንት ቀጥሎ በዚህ መልኩ እንዲነሳሳ የተዘጋጀው አገው ነው። የአገው የመሬት ጥያቄ ጎጃምን ጎጃም ከመሆን ያስቀራታል ተብሎ ሲሰራበት ቆይቷል።
እንደ ወያኔ አስተሳሰብ የቅማንት መነሳሳት በአብዛኛው የሰሜን ጣና ሃይቅን ክፍል ከአማራ ነፃ ያወጣል። ነገ ደግሞ ዋታ (ወይጦ) በደቡብ የጣና ሃይቅ ይዞታ ላይ ጥያቄ እንዲያነሳ ይቀሰቀስ ይሆናል። ምናልባት ጣና ሃይቅን ከአማራ ቁጥጥር ነፃ የማድረግ ረጅም ግብ ይኖራቸውም ይሆናል። አካሄዳቸው የሚጠቁመኝ ይህንን ነው። ወያኔ ነዳጅ አልቆበት ካልቆመ፤ ዋታ እና ቅማንት በጣና ሃይቅ ባለቤትነት ላይ ከአማራ ጋር በሚያደርጉት ፍልሚያ አሸማጋይ ሆኖ ብቅ ይል ይሆናል። ጊዜ ጠብቆ የሚፈነዳ ፈንጂ መቅበር የሚባለው እንዲህ አይነቱ ድርጊት ነው። የዚህ አይነቱ ሴራ ግብ “ትግራይ ሪፖብሊክ” የሚለው የማሌሊት ማኒፌስቶ ተከድኖ በመቀመጡ ሊሆን ይችላል።
ጎጃም እና ጎንደር ከቅማንት እና ከአገው ጋር ለረጅም የርስበርስ ግጭት ታጭተው ሳለ የዋቀዮ ፈቃድ ሆነና የኦሮሚያ አመፅ ፈነዳ። ይህ ለወያኔ ዱብ እዳ ነበር። ስለዚህ ወያኔ አሮሚያን እስኪያስተኛ ከአማራ እና ከአንድነት ሃይሎች ጋር መጋጨት እንደማያዋጣው ተረዳ። ስለዚህ የቅማንት ጉዳይ ለጊዜው እንዲቀዘቅዝ በፕሮፓጋንዳው ብዙ ጣረ። ለሱዳን ስለተሸጠው መሬትም ‘አላየሁም! አልሰማሁም!’ ሲል ካደ።
እነሆ! የጊዜ ጎማ መሽከርከሩን ቀጥሎአል…
ከመሬት ጋር በጥብቅ የተቆራኘው የአካባቢያችን ፖለቲካም መጦዙን ቀጥሎአል። ኤርትራ፣ ሶማሊያ፣ ሱዳን፣ ደቡብ ሱዳን፣ ጅቡቲም ቢሆኑ በቀጥታም ሆነ በተዘዋዋሪ ከዚሁ ቀውስ ጋር ስማቸው መነሳቱ አልቀረም። የአፍሪቃ ቀንድ አገራት ህዝቦች በጣም ጥቂት ናቸው። ታሪካቸው ረጅም ነው። የጋራም ሆነ የተናጠል የተያያዘ ታሪክ አላቸው። በቀጥታም ሆነ በተዘዋዋሪ ህዝቦቹ የደም ትስስር አላቸው። መሬታቸውም ሆነ ባህራቸው ሃብታም ነው። ህዝባቸው ግን ዝንተአለም ድሃ ሆኖ ቆይቷል። መተባበር ቢችሉ ለራሳቸው ቀርቶ ለአካባቢያቸውም መትረፍ በቻሉ። የሃያላን አገራት አሻንጉሊት ከመሆን ቢቆጠቡ ፊታቸውን ወደ ልማት ማዞር በቻሉ። በተለይ ግን አሁን ላለንበት የአካባቢያችን ቀውስ ነቀርሳው የወያኔ ስርአት ነው ብዬ በጥብቅ አምናለሁ። ወያኔ በያዘው መንገድ ጉዞውን ከቀጠለ አካባቢያችን ለከፋ ጦርነት፣ ለከፋ ስደትና ለከፋ እልቂት ሊጋለጥ ይችላል። ይህ እንዳይሆን፣ በሞራልም፣ በእውቀትም ለእውነተኛው እኩልነት፣ ለፍትህ፣ ለዴሞክራሲ በቁርጠኛነት መነሳት ይገባል። “በቃ!” የሚለው ቃል ከቃል ደረጃ አልፎ ወደ ተግባር ሊለወጥ ይገባል። “በቃ!” ስለተባለ አይበቃም። መብቃት ያለበት እንዲያበቃለት ተግባር ያስፈልጋል። በዚህ ዘመን እንደ ኢያሪኮ በጩኸት የሚፈርስ ግንብ የለም። ከኦሮሞ ህዝብ መነሳሳት ጎን መሰለፍ የጊዜው ወሳኝ ጥያቄ ይመስለኛል።

I think this is an opportune time for Ethiopia to rise again by converting the misfortune into fortune.
