ሴራዎች የወለዱት ደባ ያጋልጣል::. – መንግሥት ከካሩቱሪ ላይ ከ98 ሺሕ ሔክታር በላይ መሬት ነጠቀ
ኢትዮጵያ እርሻ ኢንዱስትሪ ውስጥ ብዙ ሲነገርለትና ሲጠበቅ የቆየው የህንዱ ካሩቱሪ አግሮ ፕሮዳክት ኩባንያ ባስመዘገበው ዝቅተኛ ሥራ አፈጻጸም በ ማስጠንቀቂያ ሲሰጠው ቢቆይም፣ ሊሻሻል ባለመቻሉ ታኅሳስ 18 ቀን 2008 ዓ.ም. መሬቱን ተነጠቀ፡፡
የአዲስ አበባ ከተማ ጠቅላላ ስፋት 54 ሺሕ ሔክታር ሲሆን፣ ካሩቱሪ የአዲስ አበባ ከተማን ሁለት እጥፍ ለማከል 8,000 ሔክታር መሬት ብቻ የቀረውን 100 ሺሕ ሔክታር መሬት ለማልማት በመያዝ ለዓመታት በይዞታው ሥር አቆይቷል፡፡
ነገር ግን ብዙ የተባለለት ይህ ኩባንያ ላለፉት ስድስት ዓመታት ከ1,200 ሔክታር የበለጠ ማልማት ባለመቻሉ፣ በእርሻና ተፈጥሮ ሀብት ሚኒስቴር ሥር የሚገኘው የኢትዮጵያ ግብርና ኢንቨስትመንት መሬት አስተዳደር ኤጀንሲ ታኅሳስ 15 ቀን 2008 ዓ.ም. በጻፈው ደብዳቤ፣ በኩባንያው ይዞታ ሥር የሚገኘውን 98.8 ሺሕ ሔክታር መሬት በመንጠቅ ወደ መሬት ባንክ ገቢ እንዲሆን አድርጓል፡፡
ኩባንያው ያለማው መሬት ብቻ በይዞታው ሥር እንዲቆይ መወሰኑን፣ በኢትዮጵያ ግብርና ኢንቨስትመንት መሬት አስተዳደር ኤጀንሲ ዳይሬክተር ጄኔራል ተፈርሞ የወጣው ደብዳቤ ያመለክታል፡፡
ካሩቱሪ የፌዴራል መንግሥት የክልሎችን መሬት በውክልና ተረክቦ ከማስተዳደሩ በፊት፣ ከጋምቤላ ክልል 300 ሺሕ ሔክታር መሬት መረከቡ ይታወሳል፡፡
ነገር ግን የክልሎችን መሬት በውክልና ተረክቦ የሚያስተዳድረው የእርሻና ተፈጥሮ ሀብት ሚኒስቴር ካሩቱሪ ይህንን መሬት ሊያለማው እንደማይችል በተደረገ ውይይት በማረጋገጡ፣ ሁለት መቶ ሺሕ ሔክታር መሬት በመቀነስ አዲስ ውል እ.ኤ.አ. በ2010 ተፈራርሟል፡፡
ለካሩቱሪ የተሰጠው መሬት የሚገኘው በጋምቤላ ክልል ኑዌር ዞን፣ ጂካዎ ወረዳና ኢታንግ ልዩ ዞን ለ50 ዓመታ በሚቆይ የሊዝ ውል በርካሽ ዋጋ እንደተሰጠው ይታወሳል፡፡
ካሩቱሪ በዚህ መሬት ላይ ጥራጥሬ፣ የፓልም ዛፍ፣ ሩዝና ሸንኮራ አገዳ ለማልማት ዕቅድ ይዞ ነበር፡፡ ኩባንያው ከሚኒስቴሩ ጋር በገባው ውል መሠረት የተረከበውን መሬት እ.ኤ.አ. በ2012 ሙሉ በሙሉ ማልማት ነበረበት፡፡
የኢትዮጵያ ግብርና ኢንቨስትመንት መሬት አስተዳደር ኤጀንሲ ሕዝብ ግንኙነት ሥራ አስኪያጅ አቶ ዳንኤል ዘነበ ለሪፖርተር እንደገለጹት ግን፣ ካሩቱሪ የተሰጠውን መሬት ማልማት አልቻለም፡፡ 1,200 ሔክታር መሬት ብቻ ማልማቱን ጠቅሰዋል፡፡
ይሁንና በቅርቡ የተበደረውን ብድር በወቅቱ ባለመክፈሉ ምክንያት የኢትዮጵያ ንግድ ባንክ ሐራጅ አውጥቶበት እንደነበር መዘገባችን ይታወሳል፡፡ በባንኩ የሐራጅ ማስታወቂያ ላይ ካሩቱሪ አለማ የተባለው መሬት 7,500 ሔክታር እንደሆነ ተገልጿል፡፡ ካሩቱሪ ሐራጅ የተባለው ለሁለተኛ ጊዜ እንደሆነና በፍርድ ቤት ዕግድ አስወጥቶ የሐራጅ ሒደቱ እስከ መጪው ጥር 10 ቀን 2008 ዓ.ም. ድረስ እንዲቆም ማስደረጉን መዘገባችን አይዘነጋም፡፡
‹‹የሥራ አፈጻጸሙን እንዲያስተካክል በርካታ ማስጠንቀቂያዎች ተሰጥተውታል፡፡ መንግሥትም የተቻለውን ድጋፍ ሁሉ ሰጥቶታል፤›› በማለት መንግሥት ያሳየውን ትዕግሥት አቶ ዳንኤል ገልጸው፣ ከብዙ ማስታመም በኋላ ይህ ዕርምጃ ሊወሰድበት እንደቻለ አስረድተዋል፡፡
የካሩቱሪ አግሮ ፕሮዳክትስ ኩባንያ መሥራችና ማኔጅንግ ዳይሬክተር ሳይ ራክሪሻና ካሩቱሪ ኤጀንሲው ስለወሰደው ዕርምጃ ሪፖርተር ጥያቄ አቅርቦላቸው ነበር፡፡
በአዲስ ዓመት በዓል ምክንያት ከአገር ውጭ መሆናቸውን ጠቅሰው፣ ‹‹ማንኛውም ሰው የሕግ የበላይነት ማክበር ይገባዋል፤›› በማለት በኢሜይል ምላሽ ከሰጡ በኋላ ተወስዷል የተባለውን ዕርምጃ እውነተኛነት እንደሚጠራጠሩ በምላሻቸው ገልጸዋል፡፡ ትክክለኛውንና እውነተኛውን ነገር ካጣሩ በኋላ ምላሽ እንደሚሰጡበት አስታውቀዋል፡፡
ጠበቃቸው አቶ መስፍን አሰፋ በበኩላቸው ተወሰደ ስለተባለው ዕርምጃ ምንም እንደሚያውቁና ደንበኛቸውም ከአገር ውጭ በመሆናቸው ስለጉዳዩ ምንም ዓይነት አስተያየት ለመስጠት የሚያስችላቸው መረጃ እንደሌላቸው ገልጸዋል፡፡
ራም ካሩቱሪ ከጥቂት ቀናት በፊት ከሪፖርተር ጋር ባደረጉት ቆይታ፣ ባለሥልጣናት መሬታቸውን ለመውሰድ ቢሞክሩ በዓለም አቀፍ ፍርድ ቤት እንደሚሞግቷቸው አስጠንቅቀው ነበር፡፡ ክትትል የሚያደርግባቸው የጠቅላይ ሚኒስትሩ ጽሕፈት ቤት እንጂ የእርሻና ተፈጥሮ ሀብት ሚኒስቴር እንዳልሆነና በእሳቸው የእርሻ መሬት ላይ እንደማይመለከተው በመግለጽ ሞግተዋል፡፡
ይሁንና የእርሻና ተፈጥሮ ሀብት ሚኒስቴር የግብርና ኢንቨስትመንት መሬት አስተዳደር ኤጀንሲ በበኩሉ፣ ለሰፋፊ እርሻዎች ኃላፊነት ያለበት መሆኑን፣ ክትትልና ቁጥጥር የማድረግ ሥልጣን እንዳለው አሳይቷል፡፡ ራም ካሩቱሪ ከሪፖርተር ጋር ያደረጉት ቆይታ በርካታ አነጋጋሪ ሐሳቦችን የተንፀባረቁበት ሲሆን፣ የሰጧቸው አስተያየቶች የመንግሥት አካላትን በተለይም ሚኒስቴሩን ቅር ማሰኘታቸው ታውቋል፡፡
ካሩቱሪ ብቻ አይደለም ዕርምጃ የተወሰደበት፡፡ ሌላኛው የህንድ ኩባንያ ቢኤችኦ ፕሮጀክት መሬት ተነጥቋል፡፡ ቢኤችኦ በጋምቤላ ክልል ለምግብ ዘይት የሚሆን የፓልም ዛፍ ለማምረት 27 ሺሕ ሔክታር ተረክቦ ነበር፡፡
ይህ ኩባንያ በየዓመቱ ዘጠኝ ሺሕ ሔክታር እያለማ በሦስት ዓመት ውስጥ ሙሉውን እንዲያጠናቅቅ ውል ቢገባም፣ በገባው ውል መሠረት ሥራውን አላካሄደም፡፡
በዚህ መሠረት ኩባንያው ማልማት ያልቻለው 22 ሺሕ ሔክታር ተነጥቆ የመሬት ባንክ ውስጥ እንዲገባና የተቀረው አምስት ሺሕ ሔክታር ኩባንያ በእጁ እንዲቆይ፣ በኢትዮጵያ ግብርና ኢንቨስትመንት መሬት አስተዳደር ኤጀንሲ ዳይሬክተር ጄኔራል በአቶ አበራ ሙላት ፊርማ ታኅሳስ 18 ቀን 2008 ዓ.ም. የወጣው ደብዳቤ ያመለክታል፡፡
አቶ ዳንኤል ለሪፖርተር እንደገለጹት፣ ከካሩቱሪና ከቢኤችኦ በተጨማሪ ሌሎች 18 ኩባንያዎች የመጀመርያና የመጨረሻ ማስጠንቀቂያ ተሰጥቷቸዋል፡፡
የመንግሥት ከፍተኛ ባለሥልጣናት በአገሪቱ ሰፋፊ እርሻ ታሪክ እነዚህ ኩባንያዎች ከፍተኛ ለውጥ ያመጣሉ የሚል ከፍተኛ ተስፋ ጥለው እንደነበር በተለያዩ ጊዜያት ሲገለጽ ቆይቷል፡፡
ኩባንያዎቹ ሰፋፊ መሬቶች በመውሰዳቸው ምክንያት የመሬት ቅርምት ነው ተብሎ ሲወገዝ እንደነበር የሚታወስ ነው፡፡
አይ ልጄ አትሞኝ ምን ፈርተው ይመሥልሀል?….

One times in 1987 EC the Tplf allowed to the North Gondar region Metema farmers to cultivate as individual farmer tax free. The farmer say hey these is a good thing let us go invest our money and our time, at that time to get a money it was difficult to do these, then the farmers the only thing to do sell their cattle’s to the Eretria or Sudan. In the first year the farmers got their production according to their effort so far no problem. The devil is in detail. What happen in the in the next year without notice they put the farmers in jail due to the name of using land without paying taxes. It is obvious pay taxes is good for any country accordingly as any farmer in the area not as investor. May some of you know that the second year production most the time good the first year people spending their time for clearing the future farm. TPLF Knew the production was very good then they forced them to sign individual farmers as investor who could not afford to pay. The end result hand the whole product and the land to Weyanne and their supporters at that time. These happen in this region at that time but it happened everywhere. One for many can be an example. May the PM talking about these farmers “shiftta” in his News conference last time? These farmers are the one keep the boarder from any foreign enemy even the previous government no accesses to fallow what was going on some part of the boarders.
