6 የአዲስ አበባ ከተማ ከፍተኛ ባለስልጣናት ከስራቸው ተባረሩ
(Reporter) — የአዲስ አበባ ከተማ አስተዳደር ለአምስት ቀናት ባካሄደው ግምገማ፣ ዋና ሥራ አስኪያጁን ጨምሮ ስድስት ከፍተኛ የአስተዳደሩ ኃላፊዎች ከቦታቸው እንዲነሱ ወስኗል፡፡
ለኃላፊዎቹ መነሳት ምክንያት በተለይ ከመሬት ጋር በተያያዘ ሙስና ቢሆንም፣ ‹‹በሥራ አፈጻጸም ብቃት ማነስ›› በሚል ከቦታው መነሳታቸውን ታማኝ የሪፖርተር ምንጮች ጠቁመዋል፡፡
በአዲስ አበባ ከተማ አስተዳደር ከንቲባ የተመራው ይኸው ግምገማ የኢሕአዴግ ከፍተኛ ኃላፊዎች በተገኙበት የተካሄደ ሲሆን፣ የአዲስ አበባ ከተማ ዋና ሥራ አስኪያጅ አቶ ኃይሌ ፍስሐና ምክትላቸው አቶ አበበ ዘልኡል፣ የአዲስ አበባ መሬት አስተዳደርና ግንባታ ፈቃድ ባለሥልጣን ኃላፊ አቶ ቃሲም ፊጤ፣ ምክትል ኃላፊው አቶ ይርጋለም ብርሃኑ፣ የመሬት ልማት ባንክና ከተማ ማደስ ምክትል ሥራ አስኪያጅ አቶ ዓለማየሁ ዓለሙ፣ የከተማ ፕላንና መረጃ ኢንስቲትዩት ምክትል ሥራ አስኪያጅ አቶ ሳህሌ ሰርሻ፣ የአዲስ አበባ ከተማ ዲዛይንና ግንባታ ልማት ቢሮ ምክትል ኃላፊ አቶ አበበ ከበደ ጃለታ በግምገማው ከኃላፊነታቸው ከተነሱት መካከል ናቸው፡፡ አቶ አባተ ስጦታው ከአቅም ግንባታ ቢሮ ኃላፊነታቸው የተነሱ ሲሆን፣ ምክትል ከንቲባነታቸው በማስጠንቀቂያ መታለፉን ምንጮቻችን ገልጸዋል፡፡
በአዲስ አበባ ከተማ አስተዳደር ውስጥ ከሚገኙ ቢሮዎችና የተለያዩ ጽሕፈት ቤቶች ኃላፊዎች መነሳታቸውን የጠቆሙት ምንጮች፣ በተለያዩ ክፍላተ ከተሞችም በርካታ ኃላፊዎች መነሳታቸውን አስታውቀዋል፡፡ ብዙዎቹ የተነሱት ከሙስናና ከማስፈጸም ብቃት ማነስ ጋር በተያያዘ መሆኑን ምንጮች ጠቁመዋል፡፡ በዝግ ስብሰባ እየተካሄደ በነበረው ግምገማ ከኃላፊነታቸው የሚነሱ ግለሰቦች ቁጥር በርካታ ሊሆን እንደሚችል ተገምቷል፡፡
ከንቲባ ኩማ ደመቅሳ በቅርቡ የ2004 የግማሽ ዓመት ዕቅድ አፈጻጸም ሪፖርት ባቀረቡበት ወቅት፣ አስተዳደሩ የፈለገውንና ያቀደውን ያህል የልማት ሥራውን እንዳያከናውን ሦስት ማነቆዎች እንደነበሩበት መግለጻቸውን መዘገባችን ይታወሳል፡፡ እንደሳቸው አገላለጽ፣ ‹‹የልማት ዕድገት ማነቆ የሆነው አንደኛው ያልተገባ ጥቅም የመስጠትና የማግኘት አመለካከት ተግባር አለመወገድ ማለትም ኪራይ ሰብሳቢነት፣ ሁለተኛው የልማት ማነቆ ደግሞ በማስፈጸም ዙሪያ ያለው የአቅም ውስንነትና ሦስተኛ ማነቆ የግንባታ ግብዓቶች በወቅቱ አለመቅረብ መሆናቸውን፤›› በሪፖርታቸው ማካተታቸውን በዝርዝር መዘገባችን ይታወሳል፡፡
በተመሳሳይ ከኃላፊነታቸው የተነሱት የአዲስ አበባ ከተማ አስተዳደር ኃላፊዎች በአብዛኛው ከመሬት ጋር በተያያዘ በፈጸሙት ሙስናና ኔትወርክ ሲሆን፣ ለመባረራቸው ምክንያት ‹‹የሥራ አፈጻጸም ብቃት ማነስ›› በሚል መገለጹን የሪፖርተር ምንጮች ያስረዳሉ፡፡
