የኦሮሚያ ባለቤት ኦሮሞው ነው ይላል የክልሉ ሕግ መንግስት – ግርማ ካሳ
ብዙዎች የማናውቀውና ያላስተዋል አንድ ነገር አለ። ማስተር ፕላን ፣ ማስተር ፕላን የሚለው ጫጫታ ያለዉን መሰረታዊ ችግር እንዳንረዳ አድርጎናል። የትብብር ጥሪ እየቀረበ ነው። ትብብርን በጣም እደግፋለሁ። ግን የምንተባበረው ለምንድን ነው ? ያ በግልጽ መቀመጥ አለበት። ያ ባልሆነበት ሁኔታ ለመተባበር በጣም አስቸጋሪ ነው የሚሆነው።
አንዳንዶች በአገዛዙ ላይ ጥላቻ ስላላቸው “ወያኔን ለማስወገድ ፍላጎት መኖሩ ብቻ” ለመተባበር በቂ ነው ይላሉ። ይሄ በጣም አደገኛ አካሄድ ነው። ደካማ አስተሳሰብም ነው። “ደርግ ይወገድ እንጂ ለምን ሰይጣን አይመጣም” ብለን ከተሞቻችንን ከፍተን ሕወሃትን አስገብተን የሆነውን መርሳት የለብንም።
ወያኔዎችን ስንቃወም ወያኔዎችን ተክቶ የሚመጣው ኃይል መልአክ ባይሆንም ፣ ቢያንስ ከወያኔዎች የባሰ እንደማይሆን አንድ አይነት ማረጋገጫ ማግኘት ያስፈለጋል።
አንድ ነገር አንርሳ አሁን “ኦሮሚያ” የምትባለው ክልል በሕወሃት እና በኦነግ በሕዝቡ ላይ የተጫነች ክልል ናት። ይህ የኦሮሚያ ክልል የራሷ የክልል ሕገ መንግስት አላት። በኦሮሚያ ክልል ሕግ መንግስት መሰረት የኦሮሚያ ባለቤት የ”ኦሮሞ ህዝብ ነው” (አንቀጽ 8) ።
የኦሮሞ ልሂቃን የሌላው ብሄር ብሄረሰብ አባላት ኦሮሚያ ዉስጥ መኖር ይችላሉ እያሉን ነው። ቻይናዎችም እየኖሩ ነው። ግን ሌላው ኢትዮጵያዊ በኦሮሚያ እንዴት ነው የሚታየው ? እርሱም የመሬቱ ባለቤት ነው ወይንስ እንደ ቻይናዎች እንደ alien ፣ እንደ እንግዳ ነው መኖር ይችላል የሚባለው ? ይሄን በግልጽ ሊመልሱልን ያስፈልጋል።
እንግዲህ ቀደም ባሉት ፖስቶችን እንደገለጽኩት መሰረታዊ የሆኑ የመብትና የሕልዉና ጥያቄዎች አሉ። የኦሮሞ ልሂቃን መመለስ ያለባቸው።
1. የኦሮሚያ መሬት የ”ኦሮሞ ብሄረሰብ” ሳይሆን የክልል ነዋሪዎች ሁሉ ነው በሚለው ይስማማሉ ወይ ? የኦሮሚያ ክልል ሕግ መንግስት አንቀጽ 8 የኦሮሚያ ባለቤት የኦሮሞ ህዝብ ነው ሳይሆነ የኦሮሚያ ነዋሪዎች ነው በሚለው ቢሻሻል ችግር ይኖራቸዋል ወይ ?
2. ገበሬው መሬት የመንግስት ነው እየተባለ በጉልበት መፈናቀል እየደረሰበት ነው። ጥቂቶች ሃብታም እየሆኑ ገበሬው ለማኝና ዘበኛ እየሆነ ነው። ብዙ ኦሮሞ ያልሆኑ ኦሮሚያ የኦሮሞዎች ነው እየተባለ (በአንቀጽ 8 መሰረት) ከሚኖሩበት ቦታ እየተፈናቀሉ ነው። የዘር ማጽዳት ወንጀል እየተፈጸመባቸው ነው። ዜጎች የሚኖሩበትን ቤትና የሚያርሱበትን እርሻ በባለቤትነት የመያዝ መብት ካላቸው ግን፣ ገበሬው ካልፈለገ ከመሬቱ አይፈናቀል፣ ልላው ኢትዮጵያዊም ኦሮሞ አይደለህግም ተብሎ አይፈናቀልም። የመሬት ፖሊሲው ከተቀየረ፣ በሁለቱም መንገድ ሲታዩ የነበሩ መፈናቅሎች ይቆማሉ። ገበሬው እንዳይፈናቀል ማድረግ እና የሌሎች ብሄረሰቦች ላይ ከአገራች ዉጡ የሚለው ጸያፍና ዘረኛ ተግባራትን ማስቆም ወቅቱ የሚጠይቃቸው አንገብጋቢ የሰብዓዊ መብት ጥያቄዎች ናቸው። ይሄንን የኦሮሞ ልሂቃን ይስማማሉ ወይ ?
እንደ ኢሳት ያሉ ሜዲያዎች ህዝቡ መሰረታዊ በሆኑ ጉዳዮች ዙሪያ መልስ እንዲያገኝ ማድረግ አለባቸው። ዝም ብሎ ፕሮፖጋንዳ መርጨት አይደለም። ለምሳሌ ዶር በያን፣ ጃዋር ሞሃመድ፣ አቶ ሌንጮ ቀርበዋል። ለምን መጠየቅ ያለባቸውን አይጠይቋቸውም ? መሬት መሸጥ መለወጥ እንዲቻል ገበሬዉ የመሬቱ ባለቤት እንዲሆን በአጭሩ መሬት ላራሹን ይደግፋሉ ወይ ? የኦሮሚያ መሬት የኦሮሞ ብሄረሰብ ሳይሆን የክልሉ ነዋሪዎች ነው ብለው ያማናሉ ወይ ? በዚህ ጉዳይ ላይ አቅርበው በድጋሚ ቢጠይቋቸው መልካም ነው። እንደ አቶ ንአመን እና አቶ ኤርሚክያ ለገሰ ያሉም፣ በነዚህ ነጥቦች ዙሪያ የኦሮሞ ብሄረተኞች ያላቸውን አቋም ሳያውቁ ብዙ ስለትብብር ባያወሩ ጥሩ ነው። ቅድም እንዳልኩት መቅደም ያለበት መቅደም አለበት።

Understanding the root cause of our disagreement with Woyane is the answer for all mothers of problems in Ethiopia. Ethiopia descended into such anarchy is because of ethnic federalism aka racism. Therefore, it is empty wish to fix that problem without addressing the root cause, which is racism. The very constitution of Ethiopia (which was authored, promoted and executed nothing other than Woyane and OLF) states that “Ethiopia is a mere collection of nations, nationalities and people who has the right of self determination up to secession.” In other words, Oromia or for that matter every region belongs not to its residents but to the nations, nationalities or people within people!
All this debacle is primarily the result of TPLF and OLF and they still insisting on that course. Which is why Oromo students revolt to safeguard their perceived territory from the invasion of other Ethiopians (Addis Ababans). In retrospective, that strategy backfired and you can see the rest of Ethiopians kept mum. The firebrand Oromo nationalists like Jawar Mohammed noticed it and tries to make U-turn and appeal to others to join their struggle. What a sly attempt!
As Mr. Kassa stated, the Oromo nationalists have to understand that same ideology of TPLF and OLF system of governance will take us no where. Mr. Kassa modest proposal, the land of Oromia shall belong to its residents, by itself is not suffice so long as Article 39 of the Woyane constitution is in place. Therefore, it is high time to repeal the Woyane constitution (which was pushed down the throat of the Ethiopian people by TPLF and OLF) in its entirety and draft a new all encompassing constitution by the full consent of the Ethiopian people for the Ethiopian people. It is the only way to get out of current quagmire. As an Ormomifa speaking Ethiopian, I am not represented by the current TPLF constitution nor the rest of my Ethiopian compatriots.

Which constitution(Hige Mengist). The one which is drafted and ratified by the terrorists. It is not some thing which is done with full participation of the People.
