Criminal intent means the violation was carried out deliberately or recklessly. Individuals who order, assist, and aid and abet offenses are also responsible for war crimes.\" aria-label=\"Explain glossary term war crimes\" data-once=\"enable_tooltips\">war crimes<\/span> and other abuses may be <a class=\"ext\" href=\"https:\/\/www.economist.com\/middle-east-and-africa\/2025\/11\/13\/ethiopia-is-perilously-close-to-another-war\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">unraveling<\/a>. With many countries focused elsewhere, it is increasingly important that influential governments mobilize swiftly to prevent a resurgence of atrocities in the northern Tigray region that could spread further.<\/p>\n<p>In recent weeks, Ethiopian Prime Minister Abiy Ahmed <a class=\"ext\" href=\"https:\/\/www.france24.com\/en\/live-news\/20251106-ethiopia-s-afar-region-says-attacked-by-tigray-forces\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">accused<\/a> the Tigray region\u2019s ruling party, the Tigray People\u2019s Liberation Front (TPLF), of using its <a class=\"ext\" href=\"https:\/\/addisstandard.com\/pm-abiy-accuses-tplf-of-breaching-peace-deal-calls-for-development-over-conflict-in-tigray\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">budget for military activities<\/a>. The Ethiopian army chief <a class=\"ext\" href=\"https:\/\/addisstandard.com\/analysis-army-chief-brands-part-of-tplf-leadership-a-criminal-clique-that-should-be-eliminated-urges-tigrayans-to-liberate-themselves-at-fifth-y\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">called<\/a> the party a \u201ccriminal clique\u201d that needs to be eliminated. Tensions have risen since <a class=\"ext\" href=\"https:\/\/www.aljazeera.com\/news\/2025\/10\/8\/ethiopia-claims-eritrea-is-readying-to-wage-war-against-it\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">Ethiopian authorities<\/a> and the <a class=\"ext\" href=\"https:\/\/www.bbc.com\/news\/articles\/czxykqdlkego\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">TPLF<\/a> repeatedly appealed\u2014without success\u2014for international mediation.<\/p>\n<p>There have also been <a class=\"ext\" href=\"https:\/\/www.usip.org\/publications\/2023\/12\/taking-ethiopia-eritrea-tensions-seriously\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">mounting tensions<\/a> between Ethiopia and neighboring Eritrea, which Ethiopia\u2019s foreign minister <a class=\"ext\" href=\"https:\/\/www.aljazeera.com\/news\/2025\/10\/8\/ethiopia-claims-eritrea-is-readying-to-wage-war-against-it\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">alleged<\/a> was colluding with the TPLF to wage war. For months, <a class=\"ext\" href=\"https:\/\/foreignpolicy.com\/2025\/03\/12\/ethiopia-eritrea-tigray-abiy-isaias-tdf-tplf-war-red-sea\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">diplomats<\/a> and <a class=\"ext\" href=\"https:\/\/www.crisisgroup.org\/africa\/horn-africa\/ethiopiaeritrea\/ethiopia-and-eritrea-slide-closer-war-amid-tigray-upheaval\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">analysts<\/a> have been warning that provocations between the two countries could lead to renewed conflict in areas that have not had a chance to recover from previous fighting.<\/p>\n<p>The 2020-2022 <a href=\"https:\/\/www.hrw.org\/tag\/tigray-conflict\">conflict<\/a> in northern Ethiopia, which spread from Tigray to the Afar and <a href=\"https:\/\/www.hrw.org\/news\/2021\/12\/10\/ethiopia-tigray-forces-summarily-execute-civilians\">Amhara<\/a> regions, was marked by serious <a class=\"ext\" href=\"https:\/\/www.ohchr.org\/sites\/default\/files\/documents\/hrbodies\/hrcouncil\/chreetiopia\/a-hrc-54-crp-3.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">atrocities<\/a>, <a class=\"ext\" href=\"https:\/\/www.prio.org\/news\/3058\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">claimed the lives<\/a> of <a class=\"ext\" href=\"https:\/\/www.ft.com\/content\/2f385e95-0899-403a-9e3b-ed8c24adf4e7\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">several<\/a> hundred thousand people, displaced millions, and <a class=\"ext\" href=\"https:\/\/www.doctorswithoutborders.org\/latest\/widespread-destruction-health-facilities-ethiopias-tigray-region\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">destroyed critical infrastructure<\/a>. The Ethiopian government imposed a <a href=\"https:\/\/www.hrw.org\/news\/2022\/08\/31\/confronting-ethiopias-abusive-siege\">crippling siege on Tigray<\/a>, while local officials and Amhara militias in Western Tigray carried out an <a href=\"https:\/\/www.hrw.org\/report\/2022\/04\/06\/we-will-erase-you-land\/crimes-against-humanity-and-ethnic-cleansing-ethiopias\">ethnic cleansing campaign<\/a> against the Tigrayan population that amounted to <span class=\"onomasticon onomasticon-cursor-default\" tabindex=\"0\" title=\"crimes against humanity\" data-tooltip=\"Crimes against humanity are certain crimes (for example murder, torture, deportation or apartheid) committed by members of government forces or a non-state armed group that are knowingly committed as part of a widespread or systematic attack on a specific civilian population. Widespread could mean many attacks or one major attack. Systematic means the attack was well planned by those who carried it out.\" aria-label=\"Explain glossary term crimes against humanity\" data-once=\"enable_tooltips\">crimes against humanity<\/span>.<\/p>\n<p>In November 2022, Ethiopian authorities and the TPLF signed an African Union-brokered <a class=\"ext\" href=\"https:\/\/igad.int\/wp-content\/uploads\/2022\/11\/Download-the-signed-agreement-here.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">truce<\/a>. But as its monitoring <a class=\"ext\" href=\"https:\/\/www.peaceau.org\/en\/article\/the-african-union-launches-the-african-union-monitoring-verification-and-compliance-mission-in-mekelle-tigray-region-ethiopia\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">mechanism<\/a> largely failed to pay attention to human rights abuses, warring parties, including the agreement\u2019s <a class=\"ext\" href=\"https:\/\/phr.org\/our-work\/resources\/medical-records-sexual-violence-tigray-ethiopia\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">non-signatories<\/a>, <a href=\"https:\/\/www.hrw.org\/news\/2023\/06\/01\/ethiopia-ethnic-cleansing-persists-under-tigray-truce\">continued to abuse civilians<\/a> in Tigray in violation of the agreement\u2019s pledges to protect civilians.<\/p>\n<p>Neither Ethiopia nor Eritrea have credibly prosecuted those responsible for the atrocities. The United Nations, capitulating to pressure from the Ethiopian authorities, <a href=\"https:\/\/www.hrw.org\/news\/2023\/10\/04\/human-rights-council-eu-fails-ethiopias-victims\">failed to renew<\/a> an international inquiry on Ethiopia in 2023, in favor of a domestic process that has all but stalled.<\/p>\n<p>Now is the moment for diplomacy and de-escalation. The key guarantors of the truce\u2014the African Union, Kenya, South Africa, and the United States\u2014and <a class=\"ext\" href=\"https:\/\/www.economist.com\/leaders\/2025\/11\/13\/how-to-avoid-africas-next-war\" target=\"_blank\" rel=\"noopener noreferrer\" data-extlink=\"\">Ethiopia\u2019s partners<\/a> should immediately mobilize to prevent further human rights abuses, and the <a href=\"https:\/\/www.hrw.org\/news\/2022\/11\/04\/ethiopia-truce-needs-robust-rights-monitoring\">AU needs to publicly report<\/a> on violations of the truce, including against civilians.<\/p>\n<p>The risk of renewed cycles of atrocities is all too real.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Alarm Bells Go Off on Ethiopia Concerned Governments Should Act to Prevent Further Abuses The fragile truce largely insulating civilians in northern Ethiopia from war crimes and other abuses may be unraveling.
